摘要
美国在亚太地区的海权联盟体系是美国维持其在该地区主导地位和保持在该地区海上优势的重要工具之一。海权联盟的主要目的是寻求联盟国家的制海权,但面临着联盟困境与两大误区。当前,美国亚太海权联盟体系的主要特点是:在加强以美国为核心的"轴辐"联盟体系的同时,企图形成大月牙形同盟与伙伴国网络;试图在亚洲建立以美国为主导的多边海权军事联盟或安全安排;将某些东南亚国家作为美国亚太海权联盟的准盟国或伙伴国;构建高度制度化的联盟;强化美国在亚太地区的海上军事存在;选择性地运用国际法作为维护美国在亚太地区主导地位和向对手施压的主要工具之一。美国亚太海权联盟体系的影响有:造成亚太地区海上安全局势紧张,增加中美两国发生海上冲突和对抗的危险;加深亚太地区安全与经济"二元结构",但有的盟国开始对美国"两面下注";联盟困境上升,联盟的内在矛盾日益显现;日本借美国亚太海权联盟加强自身军事实力和扩张日本海权势力范围。
The Asia-Pacific sea power alliance of the US has been one of the most important tools with which the US can keep its dominant position and maintain maritime superiority in the region.The main purpose of sea power alliance is to seek for sea supremacy of the allies,but it is faced with the dilemma of alliance and misunderstanding.Currently,the Asia-Pacific sea power alliance of the US,while strengthening the hub-and-spoke alliance system with the US as the core,attempts to form the network of alliances and partners resembling a big crescent.It has been trying to establish multilateral sea power alliance with the US playing a leading role in Asia and with some southeast Asian countries as its quasi allies and partners.The US has built up a highly institutionalized alliance and consolidated the maritime military presence of the US.It has selectively used the international laws as one of its major tools to maintain its leadership in the Asia-Pacific region and to put pressure on its opponents.The Asia-Pacific sea power alliance of the US has led to the intensifying maritime security situation in the Asia-Pacific region and has deepened the security and economic dual structure in the Asia-Pacific region.At the same time,some of its allies have begun to hedge toward the US;as a result,the alliance dilemma is rising and internal contradictions are becoming increasingly apparent in Asia-Pacific sea power alliance of the US.By making use of the United States Asia Pacific sea power alliance,Japan has strengthened its military strength and expanded the scope of Japan's maritime power.
