摘要
目的评估5类、9个工作场所健康促进工作的效率。方法采取典型抽样,抽取5类、9个工作场所,并通过机构问卷、访谈和现场查阅文件的方法收集健康资源、健康制度和近1年无因病缺勤员工比例等数据,采用以投入为导向的SBM模型,分析工作场所健康促进工作效率。结果 9个工作场所的综合效率均数为0.644,其中规模效率均数为0.834,纯技术效率均数仅为0.772。其中,综合效率有效的工作场所仅有2个,纯技术效率有效的有3个,规模效率有效的有2个;有7个工作场所在健康资源和健康制度两方面均存在投入冗余。结论工作场所健康促进效率普遍不足。纯技术效率低下是工作场所健康促进效率不足的主要原因。
Objective To assess the health promotion efficiency of 5 kinds of workplaces, 9 worksites included. Methods 5 kinds of workplaces, including 9 worksites were selected through typical sampling. Data on health resources, health policy and the ratio of staff without absenteeism within 1 year were collected through institute questionnaire, interview and document check. Input-oriented Slack-Based Measure ( SBM ) was used to analyze the efficiency of workplace health promotion. Results Means of the technical efficiency, the pure technical efficiency and the scale efficiency of the 9 work- sites were 0. 644, 0. 772 and 0. 834 respectively; 2 scored 1 on the technical efficiency, 3 scored 1 on the pure technical efficiency, and 2 scored 1 on the scale efficiency; 7 workplaces had input redundancy in both health resources and health policy. Conclusion The efficiency of workplace health promotion is generally low. Pure technical insufficiency is the major cause of workplace health promotion insufficiency.
