摘要
从历史角度剖析高校权力主体关系的嬗变历程,并用"图集"方式加以演绎,可将嬗变原因归结于高校权力主体受利益驱使、权力结构不合时宜、人才需求的呼唤及监督制约机制的不完善。目前,我国高等教育进入内涵式发展阶段,必须推进"放管服"改革,方可让高校活力竞相迸发,促高校自治"破茧成蝶",助高校发展扬帆远行。需要厘清高等教育"放管服"改革的内在逻辑,重构高校权力主体关系,具体措施包括:政府与高校权力主体的角色重塑,建立高校权力主体本位的内部治理结构,构建多元主体参与的监督机制。
This paper deduces the evolution course of power relationship between the university and government, using ＂picture 1＂ to express. The reasons could be attributed to the interests driven, power structure inappropriate, talent market demand and supervision mechanism imperfect. The universities are bursting vitality through the reform of ＂delegate power, improve regulation and services＂, as our higher education reform has entered the connotation development period. However, we must clear the relationship among the ＂delegate power, improve regulation and services＂. The university power subject will be reconstructed through some measurements, such as restoring power main body role of the government and university, setting up the internal governance structure in the university, building supervision mechanism oarticioated by muhiple subjects.
