摘要
近年来,农民专业合作社发展迅猛,数量呈飞跃式增长,覆盖范围不断扩大,但大部分合作社背离了经典合作社的基本原则,主要表现在其内部实行监督成本较低的"隐性利益分配机制"或"半隐性利益分配机制",异于"盈余按交易量(额)返还"的利益分配机制。本文认为,当前对规范合作社的判断不应照搬经典原则,应因地制宜、因时更改,将存在与数量挂钩利益联结机制且涉及农业生产经营的自我服务组织视为规范的合作社。未来合作社发展也应分类展开,一方面,充分利用"互联网+"等现代外部因素降低交易成本;另一方面,有条件的组织可以借鉴台湾产销班的运行模式完善服务功能。同时,政府应鼓励注销"一套班子、两块牌子"的公司型合作社,以帮助合作组织实现健康发展。
In recent years, farmers＇ professional cooperatives have developed so rapidly that a large number of organizations have estab- lished and the scope of coverage has been expanding. However, most of the cooperatives have deviated from basic and classic princi- ples, such as＂ hidden benefit distribution mechanism＂ or＂ semi-hidden benefit distribution mechanism＂ with the lower supervision cost. Therefore, there is no need to judge current cooperatives with the classic cooperative principle. It should be adapted to local condi- tions with the change of time. Organizations, which serves farmers themselves and distributes interest related to amount, can be regar- ded as a standard cooperative. In the future cooperatives should be classified into different parts. On the one hand, we should make full use of ＂Internet plus＂ to reduce transaction cost. On the other hand, some organization shouXd learn from production and marketing class in Taiwan. At the same time, the government is ought to encourage the cancellation of company cooperatives with two brands for healthy development of cooperative organizations.
