摘要
大数据技术的出现,为深化行政审批制度改革提供了新动力和新路径。大数据的储存与处理、查询与分析、执行与应用等方法,广泛运用于审批事项的申请、审批流程的优化、审批的全过程监督、审批后监管方式的革新等,预示着行政审批制度改革由侧重于探索决策的艺术性管理,即将演变成为更强调顶层设计的技术性操作。但在实践中,大数据技术与大数据技术应用之间尚存在差距,多数地方政府仍处于"期望膨胀期",应用大数据技术的意向性特征明显,实质性探索不足,存在概念滥用和过度炒作等问题;理论中,对于大数据技术在行政审批制度改革中如何运用的具体分析还有待破题。本研究基于申请、审批和监管三个制度环节的探讨,认为大数据驱动行政审批制度创新是可能的,但也存在诸多问题,亟待政务公开、信息共享、财政保障、人员培训、隐私保护等多方政策的支持和呼应。
The emergence of big data technology provides a new impetus and a new path for deepening the reform of administrative examination and approval system. The methods of big data with storage and processing, query and analysis, implementation and applica- tion are widely used in applying, optimizing process, supervising the whole process and reforming the mode of supervising, which indicate the transformation from focusing on the artistic management of the exploration decision making to emphasizing on the technical operation of top-level design.However, in practice, there is still a gap between the big data technology and the application of big data technology. Most local governments are still in the ＂expectancy expansion period＂ and have the obvious intention to apply the big data technology,but lack the substantive exploration andexist the problems of concept of abuse and excessive speculation. The specific analysis of how to use big data technology in the reform of administrative examination and approval system has yet to be broken.This study is based on the dis- eussion of the three linksof application, approval and supervision.It holds that it is possible for big data to drive the innovation of admin- istrative examination and approval system, but there are also many problems that requires the support and response of multi-party policy such as openness of government affairs, information sharing, financial support, personnel training, privacy protection.
