摘要
《公共图书馆法》为我国公共图书馆体系化建设与发展提供了法律保障。体系化发展的必由之路、《公共图书馆法》与《公共文化服务保障法》的协同保障等理论研究与实践,是具有中国特色的公共图书馆体系化框架的基石。在政府设立的公共图书馆体系、基层总分馆服务体系、社会力量参与的图书馆服务体系、公共图书馆服务质量保障体系诸方面,《公共图书馆法》都做了专门规定,提供了全面保障。
Systematism is inevitable in the development of public libraries. The Public Library Law provides legal safeguard for the systematic construction and development of the public library in China. The collaborative guarantee of the Public Library Law and the Public Culture Service Guarantee Law is the legal basis to construct a public library systematic framwork with Chinese charateristics. The Public Library Law has made special provisions to provide a comprehensive safeguard in aspects of the public library system set up by the government, the basic-level general-branch library service system, the library service system with participation of social forces, the public library service quality guarantee system and so on.
