Economic Evaluation of Superhighway Based on Travel Cost

摘要 为了评价超高速公路经济性,在分析普通高速公路、高速铁路造价的基础上,对超高速公路造价进行了估算,并以此为依据,参考普通高速公路建设成本和通行费收取标准估算了各级超高速公路通行费标准。根据超高速公路通行费收取标准和各级超高速公路燃油消耗费用计算超高速公路使用单车成本和单人成本。在公路客运、铁路客运和民航票价分析的基础上,计算以上几种出行方式的每公里单人成本,并与超高速公路每公里单人出行成本进行比较。研究结果表明,超高速公路出行单人成本在0.29~0.47元/km之间,高于公路大客车(0.28元/km)、普通高速公路自驾(0.18元/km)和特快列车(0.23元/km),但是低于高铁一等座(0.78元/km),且远低于民航班机经济舱(0.92元/km)和公务舱(2.42元/km),因此超高速公路出行在经济上具有一定优势。 In order to evaluate the economy of superhighway, the construction cost of superhighway is estimated based on the analysis of construction cost of the common highway and high-speed railway. And on this basis, the ordinary highway construction costs and toll collection standard are referred to estimate the toll collection standard. According to the toll collection standards and fuel consumption, the cost of single vehicle and single passenger are calculated. On the basis of the ticket price analysis of highway, railway, and aviation, the cost of the above travel modes is calculated and compared with the cost of superhighway. The results show that the travel cost of superhighway for single passenger is between 0.29 and 0.47 Yuan/km which is higher than that of bus (0.28 Yuan/km), self driving (0.18 Yuan/km) and express train (0. 23 Yuan/km), but lower than first-class seat of EMU train(0. 78 Yuan/km),and far below the aviation flight economy class (0.92 Yuan/km) and business class (2.42 Yuan/krn), so the superhighway has certain advantages in economy.
