摘要
中国古代传统文化和近代西方人文主义或人本主义中的人是抽象的和超阶级的人,马克思主义的人文主义或人本主义及中国共产党人提出的以人为本科学发展观中的人则是具体的和历史的人。追求幸福、追求利益、追求权利是人性使然,但只有通过谋取权利才能谋取幸福和利益。中国共产党人以为人民服务为初心,以人民为中心、为主体、为本位,始终把人民写在自己的旗帜上。人民对美好生活的向往首先是人民自己的事。在新时代中国共产党人及其领导下的国家和政府,在习近平新时代中国特色社会主义思想指导下,用人民赋予的执政权力为人民服务。带领人民谋权利从而谋幸福、谋利益,是党的历史责任,是一项伟大的政治实践,只有在共产党及其治下的公务员与人民之间的双向学习、双向教育和双向治理中才能做好。
People in ancient Chinese traditional culture and modern western humanism or human-centered ideology are abstract and super-class. Marxist humanism or Marxist human-centered ideology, as well as people-oriented scientific con- cept of development proposed by the Communist Party of China are concrete and historical people. The pursuit of happi- ness, interests, and rights is part of human nature, but happiness and interests can only be acquired by seeking rights. The Communist Party of China regards serving the people as the original inspiration, and takes people as center, subject, and standard for action. It always keeps the image of people on its banner. The people＇s pursuit for a better life is above all their own business. In the new era, the Communist Party of China, as well as the country and government under its leadership, is guided with Xi Jinping＇s Thought on Socialism with Chinese Characteristics for the New Era, and serves the people with the ruling power granted by the people. It is the Party＇s responsibility as well as a great political practice to lead the people to seek rights for happiness and interests. It can be achieved only by promoting the two-way learning, education and govern- ance between the Party （including the civil servants under the Party＇s leadership） and people.
