摘要
为适应当前中国铁路行业特别是高速铁路的高速发展,针对目前中国采用的铁路项目经济效益评估方法存在的无法完全涵盖产生的效益范围、部分参数指标难以计量等问题,从基础要求、评估流程及指标等方面对中国、日本和德国的铁路项目经济效益评估方法进行比较分析。比较结果显示,日本采用的有无对比法、项目全程评估,以及将效益分类统计计算的思路值得借鉴;德国采用的序数评价法和货币度量工具、效益识别计算时设置地区性效益指标、采用间接法和直接法评估外部效益、项目最终评选时设置互斥方案和预算有限2种情况下的评估准则和推荐顺序等值得借鉴。
At present, railway industry in China, especially high speed railway, grows rapidly. However, the current economic benefits evaluation approach for railway projects in China cannot calculate all benefits because some parameters are difficult to obtain. Thus this paper carries out a comparative study for the evaluation approaches in China, Japan and Germany, in terms of basic requirements, evaluation process and indicators. The practices in Japan, such as the application of with-and-without comparative analysis, project whole process evaluation and classification of different types of benefits, etc., are very enlightening. The best practices in Germany which are worth learning, include the application of ordinal number evaluation approach and monetary measuring tool, setting regional benefit indicators for benefit identification and calculation, evaluating external benefits with direct and indirect methods, establishing the principles and recommendation sequences for final selection stage under 2 situations: mutually exclusive alternatives and limited budget.
