摘要
为了了解上海高校学报现状及存在问题 ,探讨有利于学报发展的最佳管理模式。根据教育部文件《高等学校学报管理办法》精神拟定调查问卷 ,对有效回收问卷进行统计分析。被统计分析的 2 2家学报中 :均被国内外有关检索系统收录 ,但仅 1家进入SCI系统 (扩大版 ) ;由主管校长领导的仅 2家 ;设专职主编的仅 2家 ;人员缺编 10家 ;办刊经费≤ 1.5万元 /期的13家 ,不由学校拨款的 1家。主要影响因素为领导重视不够 ,缺少政策性支持 ,现行管理体制与学报发展不相适应。结果表明 :大多数学报处于封闭式关门办刊和被动办刊状态。认为应真正实行直属主管校长领导、对“外”开放、独立建制的主编负责制 ,并积极尝试分专业联合办刊 。
To investigate the current situation and existing problems of journals in colleges and universities in Shanghai, and to search for the optimal management mode for their development. Methods: The questionnaire was designed based on the Regulation on Journals Attached to Colleges and Universities issued by the State Education Ministry. Then only the qualified questionnaires were included and analyzed. Results: The 22 journals included were all indexed by national or international retrieval systems, there was only one journal was indexed by SCI (the expanded edition); And 2 of the journals were directly under the president of the university, the others were supervised by various divisions of the university; Also 2 journals had their full-time editor-in-chief, others only had part-time ones; Ten journals were in short of hands and 13 had an annual budget of no more than 15 000 RMB per issue, there were even 1 journal had no budget from the university; The main reason was the lack of support and associated policies from the university, the present management was not consistent with the development of the journals. Conclusion: At present, most journals are run passively without paying attention to other journals, a system in which the editor-in-chief is fully in charge under the supervision of the university president should be established, and the journals should be run with an open mind. Also, we should make active attempts to run the journals jointly according to fields and gradually leads to enterprise management and turn journals into legal entity.
