摘要
2015年6月,国家开始实施《乡村教师支持计划(2015-2020年)》。通过对中西部6省12县(区)120余所农村中小学调查发现,《乡村教师支持计划(2015-2020年)》取得了初步成效:多渠道拓宽乡村教师来源,为乡村学校注入了新的活力;实施差异化补助和教师周转房等措施,乡村教师工作生活待遇有所改善;职称评定和教师培训向乡村学校倾斜,拓宽了乡村教师职业发展渠道;实施乡村教师荣誉制度,乡村教师辛勤劳动得到了充分肯定。同时,该计划实施过程中还存在不少问题:政策知晓率不高,乡村教师补充数量不足且质量难以满足实际需要,乡村学校教师编制供需矛盾尖锐,城镇教师向乡村学校流动不畅,乡村教师荣誉制度"不荣誉"。为此,提出加大宣传力度、建立"以省为主"的乡村教师工资待遇保障机制,严格乡村教师补充和退出机制、完善乡村教师编制管理制度等对策建议。
Based on the survey of the implementation of The Supporting Project of Rural Teachers（2015-2020）issued in 2015 in more than 120 rural primary-secondary schools in 6 provinces,this paper finds that,The policy has achieved positive results,but there are some problems in the implementation of the policy.It then suggests some measures,such as strengthening efforts to propaganda,building province-oriented salary guarantee mechanism for rural teachers,strictly carrying out the supplementary and withdrawal mechanism,improving the system of teacher positions management,and etc.
