摘要
在中组部、国家卫计委对"组团式"医疗援疆要求的基础上,通过调研"组团式"医疗援疆的现状,并结合医疗援藏和援外的工作经验,分析目前"组团式"医疗援疆模式在顶层设计、组团专家、援助工作、评估机制等多方面尚未形成完整的、统一的标准化体系,因此建立和完善"组团式"医疗援疆的标准化体系,提高"组团式"医疗援疆的内涵建设,为医疗援疆工作提供实施参照标准,以确保每个省市的医疗援疆实效达到最大,促使卫生援疆工作得到可持续性的科学发展。
On the basis of the request of the Central Organization Department and the State Health Planning Commission on the clustered assistance for health to Xinjiang, through investigating the current situation of the clustered assistance for health to Xinjiang and combining the experience of medical assistance with Tibet and foreign aid. To analyze that the clustered assistance for health to Xinjiang model has not yet formed a complete and unified standardization system at the top-level design, delegation experts, aid work and evaluation mechanism, etc. Establishing and improving the clustered assistance for health to Xinjiang of standardization system to provide the connotation construction and the implementation of medical aid to Xinjiang. It will ensure that each province and municipality's medical aid reaches the maximum in Xinjiang and promote sustainable scientific development in the work of health aid to Xinjiang.
