摘要
在系统分析国内外关于公私合作(PPP)在医疗卫生服务中运用的文献基础上,阐述了PPP模式的基本内涵,介绍了我国农村医疗卫生领域公私合作的主要方式和应用实践,指出了公私合作过程存在政府主导作用不明显、风险分担不健全、公益性维护不到位等问题,并提出了促进农村医疗卫生领域PPP模式建设的建议。
Based on the systematic analysis of the literature on the application of PPP in medical and heahh services at home and abroad, this paper expounded the basic Connotation of PPP model, introduced the main ways and practice of public-private coopcration iu the field of rural medical and health care in China, pointed out the problems （luring the process of public-private cooperation, such as the inconspicuous leading role of government, imperfect risking sharing, and inadequate public welfare, and put forward suggestions for promoting the eonstruetion of PPP model in rural medical and health field.
