摘要
乡村振兴战略为我国乡村发展绘制了新蓝图,提出了新要求。我国政府历来重视"三农"问题,2004—2017年连续发布以"三农"为主题的中央一号文件。我国幅员辽阔,各地乡村的人文、历史、经济等因素复杂多样,相关政策难以周全,影响到中央政策在基层的实施效果。在2017—2018年度中央一号文件地方贯彻落实情况第三方评估调研中,发现调研区域的乡村发展在基础设施建设(乡村公路和自来水)、人居环境(污水和垃圾处理)、公共服务(教育和医疗)、民生事业(扶贫和低保)和农业生产(农业补贴和承包地调整)等方面还存在一些问题。在乡村振兴战略实施过程中,各地要积极应对存在的问题,努力实现"产业兴旺、生态宜居、乡风文明、治理有效、生活富裕"。
Village Vitalization Strategy makes new blueprint and new requirement for China＇s village development.Chinese Government has been focusing on ＂Three Agricultural Problems＂and continuously issues No.1 Document of Central Government by taking ＂Three Agricultural Problems＂as theme during 2004-2017.China has a vast territory and has complex and diversified humanities and history as well as economic factors,the related policy is difficult to consider all of them,which affect the policy of Central Government to be implemented in grassroots level.In the third party survey on the locally implementing situation of No.1 Document of Central Government during 2017-2018,in the surveyed areas,there are some problems of villages in infrastructure construction in village road and tap water,sewage and trash treatment,education and medicare,poverty alleviation and minimum living insurance,agricultural subsidy and contracted land regulation and so on.In the process of the implementation of Village Revitalization Strategy,all party of China should actively dealt with the existing problems,work hard to realize prosperous industry,livable ecology,civilized village atmosphere,effective governance and rich life.
