摘要
突发公共卫生事件导致部分相关利益群体的合法财产受损,因为相关损失补偿的法律法规的缺失,他们的合理诉求难以满足,由此出现了新的"非访"、"闹访"、"缠访"及"涉法涉诉"信访问题。解决此类问题最根本的措施就是完善法律法规,出台详细的补偿规定以及推行农业保险制度,对群众的合法财产进行补偿和保障;其次,严格依法处置一切以信访为借口的违法犯罪行为。通过完善法律法规和严格依法办事更好地维护法律尊严、维护人民群众的合法权益、维护社会和谐稳定。
Public health emergencies resulted in damage to the legal property of some relevant interest groups,because of the lack of relevant laws and regulations on compensation,their legitimate demands are difficult to satisfy,these will cause ＂improper letters and visits＂,＂noisy letters and visits＂,＂tangled letters and visits＂,＂action involving law and litigation of letters and visits＂,the most fundamental solution to these problems is to improve laws and regulations,introduce detailed compensation regulations and implement the agricultural insurance system,provide the legal property of the masses with compensation and protection. Secondly,we should strictly handle all the illegal and criminal acts under the pretext of letters and visits. Through the improvement of laws and regulations and working in strict accordance with the laws,we should be better safeguard the dignity of the law,protect the legitimate rights and interests of the people,and maintain social harmony and stability.
