摘要 公务员职务与职级并行制度是把职务和职级平行地分别作为公务员两种不同职业发展路径的公务员管理制度。这一制度有拓宽公务员的职业发展空间、遏制官本位现象、提升基层公务员的工资水平、避免公务员队伍老化的优势,但面临着职级晋升时间过长对公务员的激励作用受限、职级与既有公务员职位设置匹配度低、职级晋升与财政负担之间存在张力、职级晋升过程存在寻租现象、职级晋升考核过程过于依赖于职务晋升考核过程、职务与职级并行制度还没有在公务员所有待遇方面真正做到并行这些挑战。应采取多种措施进一步完善公务员职务与职级并行制度。 The institution of posts and ranks for civil servants(IPRCS) is the management system providing civil servants with two paralleled occupational development paths that are the posts and ranks, which is conducive to extend occupational development space for civil servants, to keep down the phenomena of official orientation, to increase the wage level of gross-root civil servants, and to avoid the aging of civil servant crew. Meanwhile, IPRCS faces many challenges such as the dampened motivation for the long waiting time to the promotion, the imbalance between the ranks and posts available to civil servants, the incompatibility between rank promotion and financial capability, rentseeking phenomenon in the course of rank promotion, the overdependence of rank promotion's assessment on that of post promotion, and the failure to practice this system in all kinds of treatment of civil servants. Thus the perfection of IPRCS is in a notable need of a series of measures.
