摘要
精准扶贫国家战略的全面实施为社会组织参与精准扶贫提供了广阔空间,而社会组织的日益发展和壮大也成为了精准扶贫深入推进的不竭动力。当前,我国社会组织参与精准扶贫既有机遇,也面临诸多挑战,需要进一步夯实政策基础,为社会组织参与精准扶贫提供根本遵循。形成政府主导、社会组织广泛参与的"精准扶贫"格局,不断增强社会组织在精准扶贫中的"造血"功能,积极搭建社会组织"供"和贫困人口"需"的桥梁纽带,明确社会组织参与精准扶贫的目标、任务、举措和方法,并找准着力点,稳步提升其精准扶贫的成效。
The comprehensive implementation of the national strategy of targeted poverty alleviation provides social organizations with considerable space to take part in this project, and the development and expansion of social organizations also become the inexhaustible impetus for deepening targeted poverty alleviation. At present, the social organizations in our country encounter not only opportunities but also challenges when they engage in this project, which shows there is a need to further strengthen the foundation of policies and provide social organizations with basic guidelines. Its necessary to form a ＂targeted poverty alleviation＂ pattern which consists of the leadership of the government and the wide participation of social organizations as well as to reinforce relentlessly the ＂hematopoiesis＂ function of social organizations. And the construction of such a bridge that channels the ＂supply＂ of social organizations to the ＂needs＂ of the poor is of great significance. Besides, social organizations need concrete targets, missions, and measures to steadily boost the efficacy of targeted poverty alleviation by working at the pivotal points.
