摘要
社会影响力投资不仅是一种新兴的资产类别,更是公共治理的新工具。与社会问题解决的"大政府"、"市场化"和"社会化"工具相比较,这种全新的治理工具在环境特征、理论基础、问题特征、组织特征、问题解决手段、价值目标、规范理念等方面超越了传统治理工具,有效地解决了传统工具遭遇的理念困顿、资金瓶颈、激励乏力和绩效不彰等难题。公共治理的协同理念、资金运作的伙伴模式、可量化的影响力测量和灵活自主的管理创新是该新工具的四大核心特征,这些特征将成为推进公共治理体系创新的重要力量。
Social impact investment is not only an emerging asset category, but also a new tool for public governance. Compared with the tools of "big government", "marketization" and "socialization" for social and pubhc problem, this new tool goes beyond the traditional governance tools in aspects such as environmental characteristics, theoretical basis, problem characteristics, organizational characteristics, problem solving methods and value objectiveness, and effectively solves the conception difficulties, financial bottlenecks, weak incentives, poor performance and other problems that the traditional tool encountered. The synergies of public governance, the partnership model of capital operation, the quantifiable impact measurement and the flexible management innovation are the four core characteristics of the new tool. These characteristics will become a vital force to promote the innovation of public governance system.
