摘要
为了避免主观赋权法权重系数的确定具有主观性的缺点,采用熵权法来确定各个指标的权重,避免一些主观因素的干扰,客观地反映各个指标给决策者提供信息的有用程度,同时与双基点法相结合对城市配电网可靠性进行评估。由于国家在大力发展配电网,同时大部分的停电事故都是由配电网故障造成的,所以对配电网可靠性尤其是城市配电网可靠性的研究是至关重要的。首先从运行能力、设备能力和系统控制三个层面着手建立了城市配电网可靠性评估指标体系,然后选取系统平均停电频率、系统平均停电持续时间、用户平均停电持续时间和平均供电可用率4个指标对规划方案进行评估,基于双基点法,利用评价对象与理想点的贴近度来决定最优方案。最后以南方某城市对所提方法进行实例验证,计算结果表明该方法的有效性和实用性。
In order to avoid the shortcomings of the subjective weighting of the subjective weighting method, this paper adopts the en-tropy weight method to determine the weight of each index, avoids the interference of some subjective factors and objectively reflects theusefulness of each index to provide information to the decision maker. The double base points method to evaluate the reliability of urbandistribution network. As the country in the development of distribution network, most of the power outages are caused by the distribu-tion network failure. The reliability of distribution networks, especially urban distribution network reliability research is essential. Thereliability evaluation index system of urban distribution network is established from three aspects: running ability, equipment capabilityand system control. four indicators are used to evaluate the planning scheme: the average power failure frequency, the average durationof the system, the average power failure duration and the average power supply availability. Based on the double base point method,the optimal scheme is determined by using the close degree of the evaluation object and the ideal point. Finally, a case study of theproposed method is carried out in a city in the south. The results show that the method is effective and practical.
