摘要
西藏大学生就业是事关社会经济发展及社会稳定的重要民生问题,目前西藏大学生就业中存在就业渠道狭窄,就业观念落后等问题,就业长效机制的实现面临多种挑战。建立大学生就业保障机制可以降低大学生待业风险,促进西藏大学生就业长效机制的实现,大学生就业保障机制可以从事前预防和事后补救两方面展开,事前预防是较为宏观的长期性措施,有助于拓宽西藏大学生就业渠道,改善大学生就业环境,事后补救主要包括大学生待业保险,针对未就业毕业生进行经济补助,降低待业大学生人数增加的潜在威胁,促进西藏大学生就业制度改革及就业长效机制的实现。
The employment of the Tibetan college students is an important livelihood issue which affects social development and stability. According to recent researches, the single employment channel and the backward idea of employment are major problems in the Tibetan college students' employment. Establishing a permanent employment security mechanism for the Tibetan college students and promoting the sustainable development of employment policy can reduce their risk of unemployment. The employment security mechanism should contain two aspects: preventing and remedial. Preventing beforehand is a long-term measures, it' s good for broaden employment channel. As a remedial process, college student unemployment insurance could provide economic assistant for unemployment graduates, reduce the potential risk of the number of unemployed college students increasing, and promote the realization of a permanent employment mechanism.
