摘要
"稻强米弱"是稻米市场呈现的独特价格现象。利用1998—2007年中国工业企业数据库,考察了"稻强米弱"背景下比价扭曲对稻谷加工企业要素配置的影响。实证研究发现:比价扭曲对稻谷加工企业要素配置影响显著,且国有资本占比对两者关系存在调节效应,考虑内生性问题后结论依然稳健。具体来说,国有资本占比越高,比价扭曲对资本配置的扭曲作用越弱,对劳动配置的"倒逼作用"也越弱。而且,当国有资本占比超过某一阈值,比价扭曲对两种要素配置的影响方向会发生逆转。供给侧改革背景下实现稻谷加工业要素配置优化,既要考虑稻谷最低收购价政策改革,又要兼顾"稻强米弱"的外在影响。
＂Expensive paddy and cheap rice＂is a unique price phenomenon in the rice market. This paper analyzes the effects of the price distortion on the allocation of factors in paddy processing enterprises under the background of ＂expensive paddy and cheap rice＂,using the database of Annual Survey of Industrial Firms in China during 1998—2007. The empirical study shows that the price distortion has a significant impact on factor allocation of paddy processing industry,and the proportion of state-owned capital has a regulatory effect on the relationship between them. The conclusions remain sound after considering the endogeneity issue. Specifically,the higher the proportion of state-owned capital is,the weaker the distorting effect of price distortion on capital allocation and the weaker the＂forced effect＂on labor allocation. Moreover,when the proportion of state-owned capital exceeds a certain level,the effect of price distortion on the allocation of the two factors will be reversed. In the context of supply-side reform,we should not only consider the minimum purchase price policy,but also consider the external influence of＂expensive paddy and cheap rice＂,to optimize the allocation of factors in paddy processing industry.
