摘要
北京市在城市雨水管理利用方面取得了较大的进步和成效。2013年北京出台了《雨水控制与利用工程设计规范》(DB 11/685—2013),使北京市城市雨水管理利用逐步走上规范化管理的道路。但鉴于当时的认识,《规范》在生态方面存在一些缺陷,影响了雨水生态效益的发挥。从雨水利用的城市建设格局、规模、竖向规划、土壤的作用、绿地的城市自净核心作用及低影响开发理念应用等方面分析了《规范》的缺陷,并提出了改进意见。
Great achievements have been made in rainwater management and utilization in Beijing Municipality. With the promulgation of Regulations for Rainwater Control and Utilization Project Design in 2013, more standardized management has been realized for rainwater collection and utilization in the city. However, given at that time the regulations lack of consideration to the ecological needs, the benefits of rainwater for ecological good has not fully exploited. Therefore, it is recommended to add the contents of rainwater utilization in the respects of city construction pattern, scale, vertical planning, and function of soil as well as self-purification role of green land, and concept of low-impact development.
