摘要
高校产权结构重组正朝着"多元化"方向发展,主要是围绕高校产权的"所有权""使用权"和"收益权"三项权能加以展开。高校产权结构重组具有自身的重要意义,既可以提升教育资源配置效率,又可以增强高校办学活力与质量,还可以开发高校办学新路径。高校产权结构重组的具体路径包括促进高校向"混合所有制"方向发展、扩充"使用权"权利让渡的服务项目、充分发挥"收益权"的激励作用、建立"契约型"高校运营体系、促进"国家引领"向政策法规方向发展和完善高校产权的"内外"监管体系六个方面。
The restructuring of university property rights is characterized by a general trend towards diversification,with the focal point placed upon triple rights,namely,the right to ownership,the right to use and the right to earnings. The restructuring of university property rights is of great importance,which can not only improve the efficiency of educational resource allocation,but also enhance the vitality and quality of school running. To be specific,the reorganization of property rights structure in colleges and universities should orientate itself towards diversifying ownership rights,expanding the scope of service items based on transfers of the right to use,maximizing the incentive of the right to earnings,establishing contract-based university operating system,promoting the institutionalization of property rights restructuring,and improving the supervisory system.
