摘要
协作性治理是治理理论中的重要分支,试图打破科层官僚组织的内在封闭性和刚性,强调治理主体的多元化,在正式或非正式制度中实现资源和信息的共享,根本的价值追求在于公共利益的实现。从研究的历史来看,起源于国外研究,并形成基本的理论体系。国内的研究起步晚,未形成规范性的定义和框架。从研究的现状来看,国外对协作性治理的研究已经取得了阶段性的成果,但是国内的研究还没有真正意义上起步。从研究的趋势来看,在界定不同治理理论的边界基础上进行实证研究。为了发挥组织之间的协作效应,应培育协作环境,深化协作运行机制,建立协作性的组织机构。
As an important branch of governance theory,the collaborative governance is trying to break the intrinsic closure and rigidity of bureaucratic structure.It emphasizes the diversity of governance,the realization of the sharing of resources and information in the formal or informal system and the basic pursuit of value according to the realization of public interest.Historically,the research on the collaborative governance theory originates from foreign countries and has developed a basic theoretical system.As for the present research situation,the research abroad has made a series of achievements,but the research at home has not really started.It is the research trend that empirical studies are conducted on the basis of defining the boundaries of different governance theories.It is suggested that in order to achieve collaboration,a collaborative environment should be built,a collaborative operation mechanism should be established,and collaborative organizations should be formed.
