摘要
英国基于"数字政府即平台"理念,持续推进政府数字化转型战略。本文在分析英国《政府转型战略(2017-2020)》出台背景及面临挑战的基础上,对该战略在推动跨政府部门业务转型,培养数字人才、技能和文化氛围,优化数字工具、流程和治理体系,统筹运用数据资源、确保数据安全,创建共享平台、组件和业务复用能力等方面进行了介绍和评述。进而,分析了英国数字政府转型建设的主要特点、发展趋势和基本经验,为我国数字政府建设的发展路径提出了政策建议。
Based on the core concept of ＂Government as a Platform＂, UK government is advancing the digital transformation strategy. By reviewing the background and challenges, this paper explained and analyzed the role of ＂UK Government Transformation Strategy （ 2017-2020 ）＂ in the process of reforming government operation, developing digital talents and cultural environments, resources and ensuring data security, creating sharing optimizing digital tools and mechanism, utilizing data platforms and multiplexing components. Additionally, the paper summarized the characteristics, trends and experiences of UK government digital transformation, providing suggestions for the current domestic digital government building.
