具有"市场增进"功能的"有效政府"是区域市场体系顺利发育和扩展的决定性因素。浙江在特定历史背景下形成的政府与市场及民间社会力量的互动关系,塑造出了能够顺应区域市场体系发育,及时调整政府角色定位和行为模式,并始终以营造良好发展环境、再创体制机制新优势为变革导向的"有效政府"。"有效政府"构成了浙江在区域发展竞争中的重要优势,是阐释"浙江现象"的关键变量。更重要的是,"有效政府"与区域市场体系发育、社会组织成长所形成的相互支撑、相互促进的良性互动关系,与当下中国推进国家治理体系现代化的社会革命形成了高度的内在契合,为讲述"中国故事"、总结"中国方案"提供了极具典型意义的样本。
"Effective government" with "market-enhancing" function is the decisive factor for the smooth development and expansion of the regional market system. Formed in Zhejiang under the specific historical background, the interactive relationship between the government, market and civil society forces has created an effective government, which can adapt to the development of the regional market system, adjust the role orientation and behavior pattern of the government in time and has adhere to the change orientation of creating a good development environment and reinventing the new advantages of institutional mechanism. "Effective government" constitutes Zhejiang's important advantage in regional development competition and is the key variable to explain "Zhejiang phenomenon". "Effective government" has a mutually supportive and reinforcing relationship with the development of the regional market system and the growth of social organizations, has formed a high internal agreement with the current social revolution to promote the modernization of the state governance system in China and provides a very typical sample for telling "China story " and summing up "China experience".
