摘要
与渐进式改革相伴随,中央先是提出区域规划、协调发展战略、区域经济、区域经济协调发展,然后提出"要继续实施区域发展总体战略",进而形成新时代的"区域协调发展战略";从区域板块划分的角度看,先是提出"沿海和内地""东、中、西部"地区,然后提出"西部、中部、东部和东北地区",进而形成西部、东北、中部和东部的划分;从城市群形成的角度看,先是提出城市建设、大中城市建设、中心城市建设、逐步提高城镇化水平、大中小城市和小城镇协调发展、中国特色城镇化、新城市群建设,然后提出城市群规划布局,进而提出新时代要"以城市群为主体构建大中小城市和小城镇协调发展的城镇格局"。要想实现区域协调发展,一是必须科学划分区域板块;二是以"两横三纵"的城镇化战略格局为架构,加快多支点、多元化的城市群建设;三是以"乡村振兴战略"和城市群建设为契机,加快形成田园式的城乡一体化新格局;四是以"一带一路"为统领,加快西部地区发展形成对外开放新格局。
With the gradual reform,the Central Committee puts forward the regional planning,the coordinated development strategy, the regional economy and the coordinated development of the regional economy firstly. Secondly,puts forward ＂To continue to implement the overall strategy of regional development＂,and then form the ＂regional coordinated development strategy ＂in the new era. From the point of the division of regional plates,firstly,put forward ＂coastal and inland＂,＂Eastern,middle and Western regions＂,and then put forward＂western,central,Eastern and northeast regions＂,thus forming the western,northeast,central and Eastern Division. From the perspective of the formation of the urban agglomeration,firstly,put forward the urban construction,large and medium-sized cities construction,central city construction,gradually improving the level of urbanization,coordinated development of large and medium-sized cities and small towns,characteristic urbanization in China and construction of new urban agglomerations. Then we put forward the layout of urban agglomerations,and then put forward the new era of using the ＂urban agglomeration as the main body,to build a large cities,medium-sized cities and small towns coordinated development of the urban structure＂. In order to realize the coordinated development of the region,firstly,we need the scientific division of regional plate; Secondly,which is＂to the urbanization strategy pattern of two vertical and three horizontal＂structure,accelerate the fulcrum of city group construction diversified; Thirdly,which is to ＂Rural Revitalization Strategy＂and city group construction as an opportunity to accelerate the formation of a new pattern of integration of urban and rural pastoral; Lastly,is ＂to The Belt and Road＂as a guide,accelerate the formation of a new pattern of opening up the western region.
