摘要
为保证增量配电网的成本回收和合理收益,精确测算配电价格,提出了基于全寿命周期成本的增量配电价格测算方法。在成本核算时,综合考虑设备投资成本、运行成本、故障成本和报废成本以及系统的线损成本和缺电成本,真实反映了项目全寿命周期的成本,分析了影响增量配电价格的主要因素。河北某增量配电网试点方案增量配电价格测算和敏感性分析结果表明,对规划建设标准较高的增量配电网项目,需要单独核定配电价格,以保证其合理收益。
To ensure the cost recovery and reasonable profit of incremental distribution network project and to precisely calculate electricity distribution price, a calculation method for electricity distribution price of incremental distribution network based on life cycle cost (LCC) is proposed, The investment cost, operational cost, failure cost and scrap cost of power equipments as well as the line loss cost and failure loss cost of power system are all considered in the calculation of total costs for reflecting the real cost of project in whole life cycle. The main factors which affect electricity distribution price are analyzed. A case of incremental distribution network in Hebei Province is studied, the electricity distribution price is calculated and the sensitivity analysis is conducted. The results show that the high-standard incremental distribution network project should independently calculate electricity distribution price to promise its reasonable profit.
