摘要
雄安新区顶层设计的面世是京津冀区域协同发展进程中至关重要的一步。这一举措对于疏解北京非首都功能意义非凡,是医治北京"大城市病"的一剂良方,也是京津冀区域携手打造世界级城市群的发端。在何种语境下定位雄安新区的发展理念?如何在理念引领下,尊重多元主体固有价值和独立性的基础上凝聚共识;如何在理念引领下,依托聚合性共同体谋求集体行动目标的达成;如何在理念引领下,促进协同治理方略的实现,是本研究着力探讨的核心问题。通过系统梳理京津冀协同发展历史进程中的理念变迁,针对区域协同治理的思维障碍和理念发展困境,基于国家利益的最高价值、区域公共利益的现实价值和地方利益的基础价值视角,提出具有协同意蕴雄安新区治理理念的设定,这是打破传统思维定式,破解合作治理困境,优化治理架构的价值前提,也是雄安新区新型治理模式建构的逻辑起点。
In the process of integrated development of the Beijing-Tianjin-Hebei region, the top-level design of Xiong＇an New Area is a very important step. This is of great importance to unclog Beijing＇s non-capital functions, and is a great way to cure Beijing＇s ＂big city disease＂, as well as a starting point of the Beijing-Tianjin- Hebei region to build a world-class urban agglomeration. In what context is the concept of the development of Xiong＇an New Area located？ There are three core problems that this research focuses on： How to build consensus on the basis of respecting the inherent value and independence of multiple subjects under the guidance of such conception？ How to achieve the goal of collective action under the guidance of such conception？ How to promote the realization of collaborative governance strategy under the guidance of such concept？ Through systematic analysis of the changing conception which related to the development of the Beijing-Tianjin-Hebei region, in view of thinking obstacle and the conception development dilemma of regional collaborative governance, based on the highest value of national interests, the realistic value of regional public interest and the basic value view of local interests, this paper puts forward the establishment of the conception of governance of the new area is the premise of breaking the traditional thinking pattern, solving the dilemma of cooperative governance and optimizing the governance structure, and also the logical starting point for the construction of the new governance model in Xiong＇ an new area.
