摘要
共享单车经历了从原来政府提供的纯公共产品到市场提供的准公共产品的转变。在经过市场化之后,共享单车出现了一系列公共问题:自身发展所带来的负外部效应,资本推动下的扭曲性供给,信息不对称下的交易以及边际成本无法估计。面对这些问题,政府和市场要各司其职,通过让企业承担外部边际成本,降低维护成本,精准投放以提高使用效率,合理规划停放区,建立诚信体系以及对资本进行引导来实现行业的合理发展。
the sharing bicycles has undergone a transformation from the pure public goods provided by the original government to the quasi-public goods provided by the market. After the marketization, Shared cycling also appears a series of public issues: negative external effects brought by the own development, capital driven by distorting supply, trading under the information asymmetry and marginal cost can't estimate. Face these problems, the government and the market to do their job, by allowing companies to undertake external marginal cost, lower maintenance cost, accurate delivery in order to improve the use efficiency, reasonable planning parking area, establishing credit system and to guide capital to realize the reasonable development of the industry.
