摘要
文章从温室气体排放流通、清洁发展机制与提质增效专项拨款、金融机构固有业务的延伸、促进个人环保消费等方面概述低碳经济时代相关投融资活动发展的国际做法,从舆论的科学带领是环保金融形成和建设的基础、市场化的机制是绿色金融健康发展的前提、相关机构的大力鼓励是推动绿色金融发展的保障等方面简述外国经验对我国的启示,进而从健全减排及其流通制度、推动提质增效资金投入、配套财政税收机制等方面探究国内发展这种重视环境保护的投融资活动的对策与建议。
This paper outlines the era of low carbon economy related investment activities of international practice from the aspects of the greenhouse gas emissions, clean development mechanism and the quality and efficiency of special funds, financial institutions inherent in the business extension and green consumption promotion. And then introduce the foreign experience from the public scientific foundation, environmental protection mechanism and construction of the financial market. Then from the sound reduction and circulation system, promoting the quality and efficiency of capital investment, finance and tax supporting mechanism, this paper explores the domestic development of environmental protection investment and financing activities and then puts forward suggestions.
