摘要
考虑节能指数、消费者节能偏好支付意愿、共性技术供给、政府补贴退坡和市场竞争,建立了政府与新能源汽车企业、燃油汽车企业之间的三阶段博弈模型,并对新能源汽车产业发展影响因素进行了分析。研究表明:补贴下限与准入标准对新能源汽车企业收益和政府收益作用方向相反,对燃油汽车和新能源汽车的均衡价格和销量均无明显影响,政府补贴下限、准入标准及两者共同调整的结果使得汽车市场达到由燃油汽车和新能源汽车共存的均衡状态;随着消费者节能偏好支付意愿的增加,汽车市场呈现燃油汽车"消"而新能源汽车"长"的均衡状态,随着共性技术空缺度增加,出现燃油汽车"长"而新能源汽车"消"的均衡状态,消费者节能偏好支付意愿及共性技术研发和建设是补贴退坡背景下更具根本性的新能源汽车产业健康发展驱动力量。
This paper establishes a three-stage game model among the government and new energy vehicles firm, fuel vehicles firm by considering energy-saving index, consumers' paying willingness for energy-saving, generic technology supply, government subsidies fall off and market competition, and the influence factors on new energy vehicles industry development are analyzed. The results are as follow: subsidies' lower limit and access standards have opposite effects on the revenue both new energy enterprises and government, but there is no obvious impact on equilibrium price and sales volume. The result of subsidies' lower limit, access standards or simultaneously adjusted make the vehicles market to achieve a coexistence equilibrium state both the fuel vehicles and new energy vehicles. With consumers' paying willingness for energy-saving increasing, the car market presents the equilibrium state of “slumping” of fuel vehicles and “increasing” of new energy vehicles. Contrarily, the market presents the equilibrium state of “slumping” of new energy vehicles and “increasing” of fuel vehicles with the vacancy degree increasing of generic technology. To this end, both consumers’ paying willingness for energy-saving and generic technology R&D and construction are more fundamental driving force to new energy vehicles industry healthy development under the subsidies fall off background.
