摘要
从事故的严重性、可能性和敏感性3个方面出发,基于三维风险函数建立石化企业装卸站台三维风险评估模型,对站台的工艺管线、人员操作、安全管理和周边环境等因素进行多角度考虑,建立9个基本评价指标,通过层次分析、专家打分的方法结合三维风险函数进行定性分析和定量计算.结果表明,该石化企业装卸站台风险等级为Ⅲ级,属于比较安全级别.建议企业在现有状况下加强安全管理,注重人员的安全教育,进一步提升安全水平.
Based on the three-dimensional risk function, a three-dimensional risk assessment model for loading and unloading platform of petrochemical enterprises was set up from the aspects of severity, possibility and sensitivity of the accident, which carried out many factors such as the process pipeline, personnel operation, safety management and surrounding environment in platform. 9 Basic evaluation indexes were established through AHP and expert scoring method combined with three-dimensional risk function. The results showed that the platform risk level isⅢ, belonging to a relatively safe level. It is suggested that enterprises should strengthen safety management under existing conditions, pay attention to personnel safety education and further enhance their safety standards.
