摘要
粮食收储作为粮食安全生产、确保粮食品质和供给安全的重要环节,在我国的粮食生产供应体系中占有重要地位。目前,我国的粮食收储受国内外多重因素影响,粮食收储呈现产量高、收购量高、库存量高"三高叠加",导致粮食收储效益低、周期长、损失大,严重制约了粮食收储产业发展。针对国有粮库供给侧改革、新型农业经营组织技术需求等粮食收储问题,从技术、经济角度深入研究国内外粮食收储制度、模式、技术体系以及技术经济效益评价与管理体系等发展现状和趋势,系统分析我国粮食收储产业发展模式和技术装备水平,探讨不同主体粮食收储过程中的不足;借鉴国外先进的粮食收储技术管理模式,基于我国不同粮食收储经营主体经济、技术装备等条件,提出适宜于我国国情的粮食收储理念、粮食产后收储技术管理体系和粮食收储政策,为提高我国粮食收储效益、推动粮食收储技术体系和管理模式升级、促进粮食产业融合可持续发展奠定技术理论基础。
Grain collection and storage plays an important role in China’s grain production and supply system as an important part for grain production & supply safety, and food quality. With the multiple factors’ influences, there is an unusual phenomenon that is high- harvest-volume, high- purchase-volume and high-storage-volume superposition together, which leads to the grain collection and storage’s low benefits, long storage cycle and huge storage loss, seriously restricted the our country’s grain collection and storage’s industrial development. In order to solve the grain collection and storage problems, such as the State owned grain depot reform in supply-front field, Technical requirements for new agricultural operation organizations, and so on. The article made a deep research the grain collection and storage system, mode, technical system and technical economic evaluation & management system’s current status and development trend from the technical and economic standpoint, systematic analysis of grain collection & storage industrial development mode and the level of technical equipment in China, discussing the grain collection & storage problems for different management entities. Referencing to the advanced grain collection & storage technology management model, and based on the different grain collection & storage management entities’ economic and technical equipment conditions, the article proposed the grain collection and storage concept, technology management system and the relevant policy, which is suitable for China’s national conditions. This article would be of great significance for establishing theoretic and technical foundation for increasing the grain collection & storage’s benefits, updating the collection & storage technical system and managing mode, promoting the grain industry convergence and sustainable development.
