摘要
当前我国正在大力推进租房市场发展,其中租购双方公共服务权益不对等是租房市场发展的主要障碍,通过明确租房者相应的市民权益,实现“租购同权”是深化租购并举住房制度的重要推动力。目前我国与住房相关公共服务权益主要有户籍、教育、社区服务、公积金使用等,实现租房者在相应权益享有上的困难在于公共服务资源的有限性、供给的稀缺性与需求的强烈性形成对比。通过树立“租购同权”的相关理念,同时加强立法进程保障租房者权益,另一方面扩大公共服务供给力度,结合相应的配套政策,逐步改善和确保租房者相应市民权益,最终实现我国租房市场的持续稳定发展。
At present, our country is vigorously promoting" the development of the rental market. The unequal rights of public service between buyer and tenant is a maior obstacle to the development of the rental market. Through making clear corresponding rights of renters, to achieve "equal fights between buyer and tenant" is an important impetus to deepen the housing system. At present, the main rights and interests of housing related public services in China are household registration, education, community service, and the use of accumulation fund. The difficulty in realizing the corresponding rights of renters lies in the limited public service resources, and the contrast between the scarcity of supply and the intensity of the demand. Establishing the concept of " equal rights between buyer and tenant", strengthening the legislative process to protect tenants rights, on the other hand expand the supply of public service and combined with the corresponding policies, finally realize the sustainable development of the renting market in China.
