摘要
"申请—审核"制目前正在发展成为我国博士研究生招生的主流趋势,但在试行中却产生了诸多问题。本文分析了"申请—审核"制实施过程中的院校限制、审核制度不详、缺乏监督等问题,探讨了申请材料分类评估、专家组交叉考核、强化制度监督等改进措施,以达到完善审核流程的目的,真正发挥"申请—审核"制的实质作用,做到有效选才公平选才。
The "application - review" method is currently developing into the mainstream of doctoral studentenrollment in our country,however,many problems have arisen during the trial process. This article analyzes theproblems such as institutional restrictions,unknown censorship,lack of supervision and other problems in theimplementation of the "application - review " method,and discusses some improvement measures such as theclassification and evaluation of application materials,the cross-examination of expert groups,strengthening thesupervision of the system so as to perfect the review process and really play the substantive role of the "application -review" system,so that select talents effectively and fairly.
