技术进步、技术效率与中国农业碳排放 被引量:32

摘要 文章基于DEA的Malmquist生产率指数法,测算了2001-2015年中国农业全要素生产率、技术进步和技术效率,并将技术效率分解为纯技术效率和规模效率,并结合农业发展水平、农业产业结构、环境规制等因素,建立动态面板模型,利用广义矩估计(GMM)实证研究其对农业碳排放的影响。研究结果表明:农业技术进步和农业技术效率对农业碳排放强度有显著的负向影响,技术效率主要通过规模效率起到减排作用;农业碳排放存在明显的路径依赖,上期碳排放显著正向影响本期碳排放强度;农业产业集聚有利于碳排放强度降低;种植业比重增加会导致农业碳排放强度增加。因此,建议通过技术创新和制度变革、提高农业产业集聚程度及优化农业产业结构三方面促进农业减排。 Based on the Malmquist productivity index method of DEA,this paper measures Chinese agricultural total factor productivity,technical progress and technical efficiency from 2001 to 2015,which is then classified into pure technical efficiency and scale efficiency. Furthermore,the paper,combining with other factors,such as agricultural development level,agricultural industrial structure and environmental regulation,etc.,builds a dynamic panel model and applies the GMM to make an empirical study of their effect on agricultural carbon emissions. The results show that: Agricultural technical progress and agricultural technical efficiency have significant negative influences on agricultural carbon emissions,and technical efficiency plays a major role in reducing emissions through scale efficiency; There is an obvious path dependence in agricultural carbon emissions. The carbon emissions of the previous period has a significant positive influence on the carbon emissions intensity of the current period; The industrial agglomeration in agriculture is beneficial to reducing carbon emissions; The rise in the proportion of crop planting leads to an increase in agricultural carbon emissions. Therefore,the paper suggests that three measures should be taken to promote carbon emissions reduction,which are technical innovation and institutional reform,improving industrial agglomeration and optimizing agricultural industrial structure.
