摘要
长期执政能力建设是新时代执政党建设的重大议题,探寻长期执政能力建设的政治基础必须明晰中国共产党独特的精神气质、功能定位、历史使命和时代责任。中国共产党具有使命型政党的典型特质,强烈的历史使命感和时代责任感一直是我们党推进现代化建设的动力源泉,使命与责任是重新理解中国共产党性质与功能的新视角。新时代对党的长期执政能力建设提出了迫切的现实需求,全面领导和长期执政成为实现党的历史使命的必然选择和根本手段,而优化使命政治,建设更加强大的使命型政党则是长期执政能力建设的价值支撑和目标指向,不断夯实着我们党长期执政能力的政治基础。
Building up long-term governance ability is a major issue in the construction of the ruling party for New Era. To explore the political basis for building up long-term governance capacity, we must clarify the unique spirit, function, historical mission and responsibility of the Communist Party of China.The character of the CPC as a mission-oriented party is a significant symbol different from the other political parties in the world. More importantly, a strong sense of historical mission and social responsibility is the source of driving force to promote the Chinese modernization. For this reason, mission and responsibility is the new perspective to understand CPC＇s function and nature. Overall leadership and long-term governance capacity has become the specific means and strategic path to accomplish the CPC＇s historical mission for new era. To optimize the mission politics, and to build up more powerful mission-oriented party will be value support, core targets and motive force of the long-term CPC＇s governance ability, and constantly reinforce the political foundation of CPC＇s governance ability construction.
