摘要
公众参与是现代民主的重要形式,在一个政治体制下具有一致的表现形式,即不同区域其影响因素具有趋同性。然而经研究发现地域差异对公众参与环境治理效果的影响较为显著。在不同地域以及不同的环境治理事件当中,能否找到共同的影响公众参与环境治理绩效的因素对于完善公众参与具有指导性的意义。一系列的法律已经规定了公民在环境保护方面的权利和义务,如何推进公众参与,提高公众参与绩效成为目前环境治理的热议话题。基于Rowe和Frewer建立的公众参与有效性评价标准,运用Nvivo软件,选取全国沿海及内陆,由北至南5地具有较大影响力的公众参与事件为例,对101篇相关文献及报道进行了编码分析。研究结果表明,影响公众参与环境治理绩效的因素有11个,其中资源可得性、公民参与意识、政府态度、法律制度完善与否、参与途径通畅与否5个因素为核心影响因素。
Public participation is an important form of modern democracy, which has a consistent manifestation in a political system, that is, the influence factors of different regions have convergence. However, this study finds that regional differences have a significant impact on the effect of public participation in environmental governance. In different regions and different environmental governance events, it is instructive to improve public participation that whether it can find common factors influencing public participation in environmental governance performance. A series of laws have laid down the rights and obligations of citizens in environmental protection, how to promote public participation and improve public participation in performance have become a hot topic in environmental governance.In order to analyze the public participation in environmental governance performance and its influencing factors, this paper is based on the evaluation criteria of effectiveness of public participation by Rowe and Frewer, and uses Nvivo software, taking examples of 5 public participation events in the national coastal and inland regions from north to south, and analyze the 101 related literatures and reports. The results show that there are 11 factors influencing the performance of public participation in environmental governance. Among them, resource availability, citizen participation consciousness, government attitude, legal system improvement and unobstructed participatory approach are the five core factors influencing factors.
