摘要
基于国家治理现代化的视角来审视政治权威,能够揭示二者之间的辩证关系。以中国共产党为领导核心的政治权威在推进国家治理现代化进程中扮演着主导性的角色,对国家治理的有效实施具有决定性作用。治理失灵背景下"元治理"需要政治权威的出场并对其进行规范与引导,当今风险社会复杂性条件下的国家治理则对政治权威进行逻辑证成,而"多中心治理"框架下的公共问责困境体现了国家治理与政治权威之间的一种复杂性关系。然而,辩证地看,只有坚持政治权威与国家治理现代化的有机统一,并且正确处理好政治权威与法治建设、政治权威与民主参与以及政治权威与公共问责之间的关系,才能有效发挥政治权威在国家治理现代化进程中的主导性作用。在全面建设社会主义现代化国家的新征程上,应构建一个民主法治型政治权威,以推进国家治理现代化。为此,需要建立健全法治体系,促进政治权威法治化;扩大公民参与渠道,促进政治权威民主化;完善公共问责的体制机制,实现公共权力运行公开化。
The observation of political authority from the perspective of modernization of state governance can reveal the dialectical relation between them. As the core of leadership, the CPC plays an dominant role in promoting modernization of state governance, and it has decisive effect on the efficient implementation of state governance. The＂meta-governance＂under the background of governance failure requires guidance of political authority, state governance under the complex condition of risk society justifies political authority, and public accountability difficulties under the framework of＂polycentric governance＂indicate a complex relationship between state governance and political authority. Dialectically speaking, however, only by realizing the integration of political authority and modernization of state governance, as well as dealing with correctly the relationship between political authority and law construction, democratic participation, and public accountability, can fully play the dominant role of political authority in the process of modernization of state governance. On the journey to fully build a modern socialist China, a democratic nomocracy-typed political authority should be built to promote modernization of state governance. It is necessary, therefore, to establish and improve the law system and promote the legalization of political authority; expand accesses of citizens＇ participation and promote the democratization of political authority; improve the system and mechanism for public accountability and realize the public operation of public power.
