摘要
本文从环境风险理论出发,综合考虑了环境风险源、环境保护目标及风险控制管理等因素,构建了企业内因性指标和外因性指标的环境风险评估指标体系,将环境风险级别分为六个级别,并选择深圳宝安区开展案例应用研究。研究发现,宝安区178家涉危重企业确定3家企业环境风险等级为四级,其余企业环境风险等级属于偏低以下,宝安区企业风险控制水平较高,但部分企业存在原料桶废桶随意露天堆放、无应急事故池或应急事故池不满足应急需求、生产区未雨污分流或无初期雨水收集池、生产车间防渗防漏设施不完善、应急预案制度不完善或如同虚设未进行应急演习等环境风险隐患,据此提出相关风险防控策略。
This article establishes enterprise environmental risk assessment system by clarifying both internal and external factors – overviews environmental risk sources, environment protecting purposes and risk management factors. The system theoretically classifies environmental risks by six levels and had been experimented on study case in Bao'An district, Shenzhen. According to the investigation of 178 enterprises of environment threats in Bao'An district, three of them were classified as Level Four and the rest were as lower levels. The overall environmental risk control result appears to be positive, however, there are still critical incompliant behaviors-Leaving scrapped material containers in the open air; none or insufficient emergency pool; no rainwater-sewage isolating system, or, rainwater gathering pool; incompliant leaking proof system in production floor; Insufficient environmental emergency management procedure, or, procedure not effectively being executed-this article also advises countermeasure solutions accordingly.
