天津市电网规划环境影响评价指标体系研究 被引量:6

摘要 为了预防电网规划实施对环境和生态造成的不利影响,进行电网规划环境影响评价成为从源头上控制污染和防止生态破坏最有效的方法之一。通过分析天津电网规划概况,在识别电网规划的生态、社会和环境影响因素的基础上,采用压力—状态—响应模型(PSR模型)构建包含了13项指标的既能满足环境管理要求,又具有可操作性的天津市电网规划环境影响评价指标体系,实现了对电网规划环境影响的定量评价,为电网规划环境影响评价提供参考。 In order to prevent the negative effect on ecology and environment caused by implementation of power grid planning,environmental impact assessment of power grid planning has become one of the most effective methods to control the source of pollution and prevent ecological destruction. Through the analysis on Tianjin power grid planning,and the relationship between ecology,society and environment,based on environmental factors identification,the pressure-state-response model( PSR model) was constructed in Tianjin power grid planning which includes 13 indexes. Not only did this meet environmental management requirement,but also provided operational index system. Furthermore,it achieved the quantitative evaluation of environmental impact,and provided some reference for the environmental impact assessment on power grid planning.
