摘要
人力资本的积累和增加是农村贫困地区减贫和预防返贫的关键。本文更多地观察贫困地区在一系列扶贫政策退出后持续发展的问题,从贫困地区和贫困群体的贫困脆弱性、贫困心态和社会排斥三方面分析返贫、滞贫和遗贫因素,并从要素回报、就业和人口迁移等角度分析,认为人力资本的提升才是农村贫困人口彻底脱贫和预防返贫的根本。同时,结合当前农村地区的农业产业集约发展,呈现纵横拓展的块状农业产业链融合发展的特点,利用中国贫困地区1996-2015年的数据,运用VAR模型进行农村地区人力资本公共投资对农村贫困人口减少的脉冲响应分析,发现劳动技能培训方面的支出和基于农村交通基础设施的人口迁移投资对贫困农村地区的减贫发挥明显的积极作用,并就贫困地区涉及人力资本的公共扶持资金如何提升人力资本的效力提出建议。
The accumulation and increase of human capital is the key to poverty reduction and re-poverty prevention in the rural poverty areas. This paper analyzes the sustainable development of poverty areas after the withdrawal of a series of poverty alleviation policy. It analyzes the reason for re-poverty, constant poverty and chronic poverty from three aspects which are economic vulnerability, poverty mentality and social exclusion about the rural poverty areas and poverty group. Besides, after analyzing from factor reward, employment and population migration, it argues that the improvement of human resource is the necessary path to completely overcome poverty and prevent re-poverty. Moreover, combining with the current agricultural intensive development in rural areas, this paper applies impulse response analysis in VAR model with China's poor areas' data from 1996 to 2015 to study the effect of public investment in rural areas' human capital to reduce rural poverty population. The result shows that the spending on labor skill training and the investment in population migration based on rural transport infrastructure have an obvious positive effect on poverty alleviation. At last, the paper suggests to improve the effectiveness of the human capital in the rural poor areas through public investment in human capital.
