我国市场评价体系下工资水平正常增长机制的政治经济学分析 被引量:1

A Political Economic Analysis on the Normal Growth Mechanism of Wages under the Market Evaluation System of China

摘要 中共中央十八届五中全会公报中明确提出"完善市场评价要素贡献并按贡献分配的机制",反映了党中央对我国现有分配制度改革的决心,对人民共享改革成果的热望。然而,在劳动力成为商品的条件下,生产关系层次的"按要素贡献分配"与生产力层次的"工资水平正常增长"却是一对难以两全的矛盾。马克思中介思想认为中介环节和中介运动决定了矛盾发展的趋向,劳动力商品作为中介解决了简单商品经济等价交换与资本主义商品经济价值增值的矛盾,把劳动力商品上升到劳动力资本,劳动力资本作为中介也可以成为解决"要素贡献市场评价"与"工资水平正常增长"之间矛盾的一把金钥匙。为此,劳动力的"还本"收入要与经济增长和劳动生产率提高挂钩;劳动力的"付息"收入要与企业利润增长挂钩;要素贡献的大小要由市场来评价,并在要素所有者背后"悄悄进行"。 It is put forward that "To refinement the mechanism of evaluating the contribution of the factors by market and rewarding them accord- ing to their contribution" in the communique of the fifth plenary session of the eighteenth central committee of the Communist Party of China, which reflects the determination of the new central committee of our Party to reform the current distribution system in China and the desire of the people to share the achievements of the reform. However, under the condition that labor becomes a commodity,it is a contradiction between the rewards according to factors contribution at the level of production relations and the normal increase of wages at the level of productivity. Marx intermediarythought believes that the intermediary link and the intermediary movement decide the tendency of the development of contradiction,the labor commodity as intermediary solves the contradiction between equivalent exchange in the simple commodity economy and the value appreciation in the capitalist commodity economy,the idea of changing the labor commodity to the labor capital can also become a gold key to solve the contradiction between the "evaluation of factor contribution by market" and the "normal increase of wage level". Therefore, the income of labor' own value should be related to economic growth and productivity; The income of labor' "interest" should be related to the profit growth of enterprises; The size of the factor contri- bution should be evaluated by the market and decided "quietly" behind the factor owners.
