摘要
公安信息化建设经历了从无到有、从初级阶段步入到快速发展阶段的发展,在这期间建立了不少业务应用系统,发挥了积极的作用。但公安信息化在进一步向纵深发展中,遇到了阻力和瓶颈,突出表现在缺乏整体和全局的考虑,缺乏层级间上下贯通、系统间左右衔接的一体化思路,形成了大量的"烟囱系统"或"信息孤岛"。通过信息化顶层设计,探索为公安信息化发展指明方向,确保信息化建设应用实战、长效、可持续方向发展的方法并进行积极的实践,取得了明显成效。
The construction of public security informatization started from scratch, underwent the primary stage and rapid development. So far, although a lot of application systems have been built and played positive roles, there are many obstructions and bottlenecks in the further development of public security informatization, such as the lack of overall and global consideration, and the insufficient integrated ideas between the upper and lower levels as well as the poor connections among the systems, thus resulting in a large number of ＂chimney systems＂ or ＂ information islands＂. By means of the top-level design of information technology, we try to find the directions for the development of public security information technology, to ensure the informatization construction can be sustainable and produce longlasting results for actual combats. Our active practice has yielded remarkable results.
