摘要
我国重型卡车(简称"重卡")制造过程是典型的订单驱动的产品制造供应链,其境外延伸多以产品对外贸易、境外半散件(SKD)和全散件组装(CKD)中心,以及技术输出等方式为主,因此"一带一路"重卡产能合作是以网链绿色延伸境外为特征。从集成场视角考察国内重卡制造供应链,构建以集成场视角识别的、由国内品牌制造商主导网链延伸境外的"一带一路"产能合作模式,主要以集成体、基核、联接键及其间的关系,体现了中外集成体(企业—企业)间关系、境外基核类型选择与建设,以及与东道国政府—企业、文化、制度等在内的联接键类型选择与建设。在研发设计、零部件生产、总成制造、整车组装、市场销售、售后服务等可持续发展网链中,形成品牌制造商作为集成体主导供应链集成,以境外基核参与全球价值链活动,运用多种联接键为综合支持来改变重卡在微笑曲线的低端地位,促进其在全球价值链的产业链位置改变与价值提升。"一带一路"产能合作要明确品牌制造商作为集成体来主导产业链进行绿色延伸,通过集成创新来适应东道国产业地方化、市场化发展要求,以集成创新为基础进行国际产能合作,可以形成中国与西方国家在产能转移战略方面的重大差异。
China's heavy truck manufacturing process is a typical order-driven supply chain, as its extension to abroad is mainly based on the way of foreign trade of products, SKD or CKD center and technical output. Therefore, capacity cooperation under the Belt and Road Initiative is characterized by the network chain green extension to abroad. The author observes domestic heavy truck manufacturing supply chain from the perspective of integration field, and constructs capacity cooperation mode under the Belt and Road Initiative identified from the angel of integration field and with network chain extension to abroad, which is dominated by domestic brand manufacturers. The relation among integrator, base-nuclear and join-key embodies relationship between Chinese and foreign integrators (enterprise- enterprise), base type selection and construction in abroad, as well as the selection and construction of join-key of host country government, enterprise, including culture and system. In such sustainable development network chain as R&D design, parts production, assembly, vehicle assembly, sales and after-sales service, brand manufacturers should dominate the supply chain integration as integrator, take part in global value chain as base-nucleus in abroad, change the low-end position of heavy truck in the smile curve with the help of the integrated use of a variety of join-key, change its industrial chain position in global value chain, and promote the value of that. In capacity cooperation under the Belt and Road Initiative, we should clearly define that brand manufacturers is the integrator dominating green extension of leading industry chains, adapt to host country' s development requirement of industrial localization, market development by integrated innovation, carry out international capacity cooperation based on integrated innovation, and carry out the differentiated strategy in terms of capacity shift between China and other western countries.
