摘要
视区域技术创新是成果产出与成果转化两阶段构成的系统,运用链式网络DEA方法对全国28个省份2011—2015年的技术创新效率进行测算,运用Tobit回归分析了财政分权对技术创新整体及各阶段效率的影响。测评结果显示:我国各省份技术创新效率均有较大提升空间且区域差异显著,多数省市依然没有摆脱高产出、低转化的技术创新发展模式;财政分权不利于成果产出效率及技术创新整体效率的提升,对成果转化的影响并不显著;技术创新各阶段效率存在显著的累积效应,对外开放有助于技术创新各阶段效率提升,而人力资本恰恰相反,教育水平有助于成果产出阶段效率提升,却不利于成果转化阶段。
The paper takes technological innovation as a system with two stages which are achievement-output and achieve- ment-transformation, and uses network DEA model to evaluate technological innovation efficiency of 28 provinces in China based on the data from 2011 to 2015. And then, it analyzes the impact of fiscal decentralization on technological innovation efficiency of overall and each stage by Tobit regression. Results show that, Chinese provinces' technological innovation effi- ciency has big room for improvement, most of the provinces are still struggling in high-output and low transformation. Fiscal decentralization deteriorates regional technological innovation efficiency and achievement-output efficiency, while the impact on achievement-transformation is not significant. Every stage of technological innovation has significant ‘Cumulative Effect', and opening up can improve both achievement-output and achievement-transformation efficiency, while the human capital is the opposite. The education level can improve achievement-output efficiency, but deteriorate achievement-transfor- mation efficiency.
