尾矿库重大危险源风险评价指标及分级方法 被引量:17

摘要 为确定尾矿库重大危险源评价指标和分级标准,便于风险分级管控,根据尾矿库内在安全机理和相关标准,将评价指标分为3级,由固有危险性指标和附属危险性指标共20个具体指标组成,采用评价指数法通过评价矩阵量化了分级标准。研究结果表明:影响尾矿库安全性的指标主要有尾矿库危害类别、全库容、总坝高、安全度、排洪系统和地震烈度等;根据综合分析法和关联度分析理论,量化了评价指标特征值及其相对危险性指数,结果均在1~9内变化;基于专家打分法和改进层次分析法,确定了20个评价指标对尾矿库整体危险性评价的权重;按照评价指标各特征值的评价指数P,将尾矿库重大危险源分为了4级。 In order to determine the evaluation indexes and gradation standard of the major hazard installations for the tailings pond,so as to facilitate the risk gradation management and control,according to the internal safety mechanism and relevant standards of the tailings pond,the evaluation indexes were divided into three levels,which consisted of twenty specific indexes including the inherent risk indexes and the affiliated risk indexes,then the gradation standard was quantified through the evaluation matrix by using the evaluation index method. The results showed that the indexes affecting the safety of tailings pond mainly included the hazard categories,whole storage capacity,total dam height,safety degree,flood drainage system and earthquake intensity of the tailings pond. The characteristic value and its relative risk index of the evaluation indexes were quantified according to the comprehensive analysis method and the correlation degree analysis theory,and the results were all changed in the range of 1-9. The weights of twenty evaluation indexes for the overall hazard evaluation of the tailings pond were determined based on the expert scoring method and the improved analytic hierarchy process( AHP). The major hazard installations of the tailings pond were divided into four grades according to the evaluation index P of each characteristic value of the evaluation index.
