The development of scientific technical intelligence was briefly reviewed, and the developing trend of scientific technical intelligence under the ＂Internet ＋＂ environment was analyzed, thus a team building program and a concept of ＂cloud＂ team was put forward, and the meaning and the building orientation of the ＂cloud＂ team was explained in detail.
