摘要
农业保险需要设定明确的政策目标。从国际经验看,这些政策目标都是在农业保险发展过程中根据本国社会发展和经济变迁过程中对农业保险的各种需求的变化,逐渐明晰和凝练出来,并被相关法律法规确立的。我国十几年的政策性农业保险的发展,在深化改革和加速实现农业现代化的背景下,政府对农业保险的政策需求逐步增多,我们认为,现在到了进一步确立我国农业保险政策目标的时候了。笔者提议的农业保险政策目标包括:保障农业可持续发展,维护国家粮食安全;促进农业现代化进程,保障农户收入稳定增长;控制农产品质量,保障国民廉价安全的食物供给;降低农业生产成本,增强中国农产品的国际竞争力;让农业保险在实现脱贫攻坚战略中发挥重要的作用等。假如要设定这些政策目标,需要对现行农业保险的政策和管理以及监督组织做出一系列的调整。
The policy objectives of agricultural insurance should be set explicitly. From the perspective of international experiences,these objectives gradually take shape and are formalized in laws and regulations along with the changes of needs for agricultural insurance due to a country＇s social development and economic evolution. With more than a decade＇s development of policy agricultural insurance,and under the background of deepening reform and accelerated agricultural modernization,government＇s policy needs for agricultural insurance keep increasing.Therefore,it is the timing to further establish the policy objectives of agricultural insurance. These objectives should include： ensuring sustainable agricultural development,safeguarding grain safety; promoting agricultural modernization,safeguarding steady increase in farmer＇s income; ensuring quality of farm produce,safeguarding low-cost and safe food supply; reducing agricultural production cost,strengthening international competition of Chinese farm produce; lifting the role of agricultural insurance in poverty relief,etc. To attain these objectives,we need to readjust the whole series of policies and regulations on agricultural insurance.
